William F. Hoffmeyer, Esquire, President

Mr. Hoffmeyer is President of York Abstracting Company, LLC (YACO) and is a senior partner in the law firm of Hoffmeyer & Semmelman, LLP, concentrating his practice on real estate and zoning law, corporate, estate planning, probate and elder law.  He serves or has served as lecturer, author, and adjunct professor for many programs in real estate, title insurance, and unauthorized practice of law subjects for the Pennsylvania Bar Institute, The Pennsylvania Land Title Institute, The Pennsylvania Bankers Association, Penn. State Paralegal program at the York Campus (1978-2000), York College of Pennsylvania on Real Estate Law (1980-1993) and and various bar associations, and educational organizations throughout Pennsylvania.  Further, he has been the moderator and lecturer for the Pennsylvania Bar Institute's Annual General Practitioner's Update Broadcast from the WITF Studios, Harrisburg, PA by satellite to over 30 different locations in Pennsylvania, since the inception of that program.

Mr. Hoffmeyer is the author of The Abstractor's Bible, The Pennsylvania Real Estate Settlement Procedures Manual, The Pennsylvania Installment Sales Contract Manual, and Deed Description Plotting.  Mr. Hoffmeyer received his A.B. Degree from Franklin & Marshall College and his J.D. from the Dickinson School of Law.  He was admitted to practice before all courts of York County Pennsylvania and the PA Supreme and Superior Courts, the U.S District Court, Middle District of Pennsylvania and U.S. Supreme Court. He is a member and former Chairman of the York County Bar Association, Continuing Legal Education Committee (1992-1995), Chairman (1992-2000) and Co-chairman (2000 to present) of the Pennsylvania Bar Association Unauthorized Practice of Law Committee; past Chairman of the Mechanics' Lien Law Committee (1991-1995) and Marketable Title Committee ( 1992-1995) of the Real Property Section of the Pennsylvania Bar Association and a member of the American Bar Association as well as the Pennsylvania Land Title Association. He was elected to membership in the American College of Real Estate Lawyers in 1988.  Mr. Hoffmeyer serves as an expert witness in real estate matters throughout the Commonwealth of Pennsylvania, including law suits involving professional malpractice in the legal, real estate, and title insurance fields and matters relevant to defects in real estate titles.  He is listed in : Who's Who in the World, Who's Who in American Law, Who's Who in the East and Who's Who in American Education. When Mr. Hoffmeyer was awarded the Pennsylvania Bar Association's "Pennsylvania Bar Medal" recognizing his endeavors in the fight against the unauthorized practice of law, in 1997, he was one of only six recipients to receive the award.

Vicki M. Runkle, Licensed Title Insurance Agent

Ms. Runkle is licensed as a Title Insurance Agent through the Pennsylvania Insurance Department. She received her Title Insurance license in 2006. Ms. Runkle has been a Notary Public since 2004. She holds a B.S. in Accounting from York College of Pennsylvania, York, Pennsylvania, and a J.D. from Widener University School of Law, Harrisburg, Pennsylvania.  Ms. Runkle is responsible for orchestrating real estate settlements for York Abstracting Company, LLC and provides real estate services such as the preparation of deeds as a Support Professional for the law firm of Hoffmeyer & Semmelman, L.L.P,

Marci J. Heidelbaugh, Director of Marketing  

Ms. Heidelbaugh is a former financial services professional with over 26 years experience in retail banking and residential mortgage lending.  Ms. Heidelbaugh holds a B.S. Degree in Management from The Pennsylvania State University and excels in understanding and solving procedural and business problems as they may relate to real estate settlements.
